TSC Teacher Transfer and Swap Module: TSC Portal (Step-by-Step Guide).
The Teachers Service Commission (TSC) has implemented a Teacher Transfer and Swap Module on its digital platforms to standardize and administer transfer requests by the teachers and actioning officers at all the levels of administration.
Teachers can access the module via the portal of Teachers Service Commission at: https://portal.tsc.go.ke/ and the Teachers Online Services (TOS) portal to take action against officers at https://tsconline.tsc.go.ke/
Access and Authentication
The teachers must log into the TSC portal with their current Teachers Online Services (TOS) logins and passwords, the same logins they use to log into the Declaration of Income, Assets and Liabilities system.
New users or teachers who forgot their passwords must use a button, which is known as the Forgot Password button, and an One-Time Password (OTP) will be sent to the official email account of the teacher, namely, Teachers Service Commission.

The verification of the OTP has to be measured in five minutes after issuance, after which a new password can be generated. OTPs may also be resent via the portal in case they have expired.
On successful authentication, teachers will be redirected to the Teacher Dashboard that will show the user profile, account information summary sidebar, and the system navigation sidebar.
Transfer and Swap Request Process.
The teachers must choose Transfer and Swap on the sidebar menu and then choose Request Transfer. The system shows the previous transfer requests made by the teacher.
New transfer requests are launched through four required steps, which include Profile, Length of Service (LOS), Reason, and Transfer To.
The system will automatically generate the Profile and Length of Service fields which are not editable.
After the necessary sections are done, one makes the request electronically via the portal.
The teachers can see the status of their transfer requests right on their dashboard. The module also has the facility to enable the teachers to see what swap opportunities they have and what swap requests they can accept or approve where necessary.
Role of Heads of Institution
The same login process as teachers gives the system access to Heads of Institution (HOIS) with extra system privileges.
They have the ability to see the requests sent out by teachers in their respective institutions, to add institutional remarks, and grant requests directly on the dashboard.
The Teachers Service Commission is in charge of carrying out transfers between Heads of Institution (HOIs) and Deputy Heads of Institution (DHOIs) on an administrative basis.

Transfer requests are processed by use of Transfers Module on the Teachers Online Services platform under the following site: https://tsconline.tsc.go.ke/
Actioning officers must ensure that they log in with the credentials assigned to them and access the Transfers Module located in the top navigation bar.
Depending on the mandate, officers choose which category of administration should be involved; they could be Sub-County Director (SCD) Transfers, County Director (CD) Transfers, Regional Director (RD) Transfers, or Headquarters (HQ) Transfers.
In every category, the officers will use the Transfer Requests to access all of the pending submissions in their jurisdiction.
Actioning officers will have to choose one request, write comments, specify the institution approved, and send the decision by the system.
After approval is obtained transfer letters are produced and automatically printed as part of the CRON system of Commission.
The Teachers Service Commission has been pointing out that in an effort to minimize the disruptive effect on learning, any transfers to be approved shall come into effect within the scheduled school holidays unless the transfer is an emergency and backed by the necessary documentations.
The process has a similar administrative structure at all administrative levels such as in SCD Transfers, CD Transfers, RD Transfers and HQ Transfers.
Each of the categories can be accessed by the Reports section of the Transfers Module where officers can review detailed records of processed transfer request.
