Teachers Service Commission Provides Titles and Promotions Requirement on primary school teachers on T-Scales.


The Teachers Service Commission (TSC) has come up with an effective career development system of teachers in the public primary schools, and has divided teachers into different grades of job, which they refer to as T-Scales.

These T-Scales are placed based on length of service, qualifications, performance appraisal outcomes and adherence to prescribed professional and constitutional requirements.

The appointment and promotion of the teachers in primary schools is done according to the set grades of T-Scale 5 to T-Scale 11. The roles, responsibilities, and minimum criteria of eligibility of every grade are set out by the Commission.

Primary Teacher II - T-Scale 5

Primary Teacher II is the basic level of the teachers employed to teach in the primary schools.

Conditions of Qualification to Primary Teacher II (T-Scale 5):

To be eligible to teach, a Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C (Plain) or equivalent, a Primary Teacher Education (PTE) Certificate or acceptable equivalent, registration as a teacher with a valid Teaching Certificate, adherence to Chapter Six (6) of the Kenyan Constitution and any other requirements the Teachers Service Commission may deem necessary.

Primary Teacher I - T-Scale 6

Primary Teacher I is a promotional grade of teachers who are in the public primary schools.

To become Primary Teacher I (T-Scale 6):

i) Must have served as A Primary Teacher II (T-Scale 5) in a total of three (3) years;

ii) Have Good score of the performance appraisal process;

iii) Have a Successful satisfactory passing of the corresponding Teacher Professional Development (TPD) modules;

iv) Hold a TSC Certificate;

v) Demonstrated ability to manage the classes;

vi) Adherence to the stipulations of Chapter Six (6) of the Constitution of Kenya;

vii) Compliance with any other need that the Commission may consider to be necessary.

Senior Teacher II - T-Scale 7

Senior Teacher II is a career grade and is the level of entry into the administrative ranks. This grade is extremely competitive in promotion and requires availability of vacancies in the establishment.

To be promoted to Senior Teacher II (T-Scale 7):

1. Service as a Primary Teacher I (T-Scale 6) not less than three (3) years; A satisfactory score in the performance appraisal process;

2. Passing the appropriate TPD modules;

3. Shown skill to regulate, coach and offer professional assistance to other educators;

4. Holding a valid Teaching Certificate; as required by Chapter Six (6) of the Constitution of Kenya; and satisfaction of any other requirement that the Commission may define necessary.

Senior Teacher I - T-Scale 8

Senior Teacher I is a promotional grade of administrators in the primary institutions. The officers of this grade are put in charge of the rest of the teachers and take over responsibility of the institution in the absence of the Head Teacher and the Deputy Head Teacher.

To be eligible to become a Senior Teacher I (T-Scale 8):

- Service as a Senior Teacher II (T-Scale 7) not less than three (3) years;

- A good result in performance appraisal exercise;

- Passing of the appropriate TPD modules;

- Illustrated skills to oversee, mentor, and support other teachers professionally;

- Hold a sound Teaching Certificate;

- Adherence to the terms of Chapter Six (6) of the Constitution of Kenya; and

- Such satisfaction of any other need which the Commission may deem necessary.

T-Scale 9 Deputy Head Teacher II.

Deputy Head Teacher II is a promotional administrative post in the primary schools. This post is responsible to the Head Teacher on curriculum development and implementation, education policy and programs, and the post is in charge of the institution where the Head Teacher will be otherwise unavailable.

Appointment to the position of Deputy Head Teacher II ( Tscale 9): Requirements:

★ Service as a Senior Teacher I (T-Scale 8) a minimum of three (3) years;

★ An acceptable standard of the performance appraisal performance;

★ Passed the TPD modules in question;

★ Holding of a valid Teaching Certificate;

★ Evidence of skills in supervising, mentoring and offering professional assistance to other teachers;

★ Adherence to the stipulations of the Chapter Six (6) of the Constitution of Kenya; and

★ Meeting any other need that the Commission may find necessary.

Deputy Head Teacher I - T-Scale 10

The grade of deputy head teacher I is a promotion grade of administrators at primary institutions. This grade of officers aids the Head Teacher to implement curriculum, educational policies, plans and programmes and perform the functions of heads of institutions when the Head Teacher is not in the institution.

To be able to appoint to the position of Deputy Head Teacher I (T-Scale 10):

➤ Service as a Deputy Head Teacher II (T-Scale 9) not less than three (3) years;

➤ An effective mark in the performance appraisal process;

➤ Completion of the corresponding TPD modules successfully;

➤ Proven skills in supervising, mentoring, and offering professional assistance to other teachers;

➤ Holding a sound Teaching Certificate;

➤ Adherence to the provisions of Chapter six (6) of the Constitution of Kenya; and

➤ Compliance with all other conditions the Commission might consider necessary.

Head Teacher - T-Scale 10

The position of the head teacher is an administrative position in primary school of high level. The school is led by the Head Teacher, who has all teachers under his or her care. They are supposed to spearhead the execution of the curriculum, education policies, education programs, strategic planning, work plans, budgets, and all other school functions.

To be appointed Head Teacher (T-Scale 10):

▪ Three (3) years of experience in the position of the Deputy Head Teacher II (T-Scale 9);

▪ Education: A Bachelor of Education degree or its accepted equivalent;

▪ A good result in the performance appraisal process;

▪ Passing of the corresponding TPD modules;

▪ Efforts to manage, mentor and support other teachers professionally proven;

▪ The holder must have a valid Teaching Certificate; the holder must meet the provisions of Chapter Six (6) of the Constitution of Kenya; and the holder must satisfy any other requirement that the Commission may consider necessary.

Senior Head Teacher - T-Scale 11

Senior Head Teacher Senior promotional administrative post in primary schools. This category of teachers is involved in offering leadership on the implementation of curriculum, educational policies, and programs and managing institutional strategy, work plans, budgets, and school operations.

To be appointed as a Senior Head Teacher (T-Scale 11):

At least three (3) years of experience in the capacity of Head Teacher or Deputy Head Teacher I (T-Scale 10); a degree in teaching or its approved equivalent; a positive report on the performance contracting or appraisal process; the successful completion of the relevant TPD modules; an existing teaching certificate; a professional capacity to supervise, mentor, and support other teachers; compliance with Chapter Six (6) of the Kenyan Constitution; a successful completion of the relevant other requirements that the Teachers Service Commission deems appropriate.
