The Teachers Service Commission (TSC) handles leave applications for teachers through the Human Resource Management Information System (HRMIS) Leave Module. Teachers apply online, their Head of Institution (HOI) reviews and recommends the application through a separate portal, and TSC makes the final decision. The module covers both primary and post-primary teachers, and TSC has said it does not accept manual applications for leave.
This manual explains how to log in, submit a leave application, attach documents, and how the HOI recommendation step works.
Where to Access the HRMIS Leave Module
You can reach the module in either of two ways:
- Go directly to hrmis.tsc.go.ke.
- Go to the TSC website (www.tsc.go.ke), open Online Services, select HRMIS, choose Teachers and click Leave.
Use a current browser such as Google Chrome or Mozilla Firefox.
How Teachers Log In
HRMIS does not use a username and password. You verify yourself with a one-time code.
- Open the Leave page as described above.
- Enter your TSC number, ID number and mobile number. Use the mobile number registered with TSC.
- Click the login button. The system sends a six-digit authorisation code to your mobile number by SMS.
- Enter the code and click Login.
After you log in, the system detects whether you are a primary or a post-primary teacher.
How to Apply for Leave
- After logging in, click +Submit to start a new application.
- Choose the leave type you want. Leave types available on the system include annual, sick, maternity, paternity, study, compassionate, special, examination and adoption leave, among others.
- Fill in all the required details and click Ok.
- Your application will then appear on the screen. For leave types that need supporting documents, click the attachment icon and upload the file.
- Confirm the declaration and the upload.
Apply early and make sure your details and attachments are complete. Applications with missing information or documents can be delayed. The conditions for each type of leave, such as how many days are allowed and when to apply, are set in the TSC Code of Regulations for Teachers and in TSC circulars, so check these or ask your Head of Institution or Sub-County Director before you apply. Entitlements for some leave types, including maternity and paternity leave, have changed over the years, so use the current circular.
The Head of Institution Recommendation
The HRMIS workflow includes a Head of Institution recommendation.
- Open the HRMIS Leave page and choose the HOI Portal.
- Log in with the same details and the six-digit code sent to your phone.
- The pending leave applications from your teachers are displayed.
- Under the View/Edit column, click the pen icon.
- Review the leave details and attachments, enter your remarks, tick the declaration box and click Ok.
Log out when you finish so that nobody else can use your session. HOIs should check that the documents attached match the type of leave requested, since incomplete documentation is a common reason for delay.
Why TSC Uses the Online System
TSC introduced the module to make leave applications and approvals more efficient, transparent and traceable. The system records every application, so teachers and HOIs have a digital record of what was submitted and recommended.

- Keep your TSC number, ID number and registered phone number handy.
- Apply well before the date you want leave to start.
- Upload supporting documents when the leave type requires them.
- Keep a copy or screenshot of your submitted application.
- Do not share the authorisation code with anyone.
