Under the Teachers Service Commission (TSC) guidelines for junior school teachers, a graduate teacher moves from job group C2 to C3 after three years. After that, promotion is competitive. Administrative posts start at C4 and are filled through promotion interviews. MPs, the courts and TSC have all addressed the issue in recent weeks, and TSC’s new career framework takes effect in July 2027.
How promotion works for junior school teachers
TSC set out career progression guidelines for junior school teachers that mirror those for secondary school teachers. They cover teachers on permanent and pensionable terms only.
| Stage | What TSC’s guidelines provide |
|---|---|
| Entry grade | C1 for diploma holders; C2 for graduate teachers |
| First move | Diploma teachers go to C2 and graduates to C3 after three years |
| After that | Teachers remain at C2 (diploma) or C3 (graduate) until they pass a promotion interview |
| Administrative posts | From C4, filled competitively through interviews |
| Junior school administrative posts | Three recognised posts; entry is C4, Senior Master IV |
| Interns | Interns earn a stipend and are outside the guidelines. Internship is mandatory before permanent employment |
TSC’s 2026 promotion adverts place Secondary Teacher I (junior school) at C3 and Senior Master IV at C4.
Deployment to junior school is not automatic promotion
TSC has said that a transfer from a primary school to a junior school is not a promotion in itself. In its transition exercise of March 2026, 866 teachers were found qualified out of 1,541 applicants. Graduate teachers at C2 who met the promotion cut-off are appointed to C3. Graduates already at C3 or above are deployed.
On 4 August 2026, Nominated Senator Esther Okenyuri petitioned the Senate over what she described as the exclusion of junior school teachers from the ongoing TSC promotion exercise. She said the online application system recognised only teachers deployed to primary and secondary schools. She asked TSC to explain its eligibility criteria and whether the framework covers junior school teachers.
TSC has said teachers are not guaranteed annual promotions. It said promotion follows the career progression guidelines, eligibility, qualifications and the availability of funding.
In October 2026, Nandi Woman Representative Cynthia Muge asked the Ministry of Education, through the National Assembly Education Committee, to clarify the career pathways and guidelines for junior school teachers. She asked in particular about teachers serving under primary school sections. She said the absence of clear guidelines could leave teachers stagnating, lower their motivation and limit their professional development.
What changes in July 2027
TSC says new Career Progression Guidelines replace the 2018 guidelines in July 2027, with separate pathways for classroom teachers and administrators. A classroom teacher can reach the chief principal grade without taking an administrative post. The revised guidelines have been forwarded to the Salaries and Remuneration Commission for advice on their financial implications.
On school structure, the Ministry’s National Conference on Education resolved in May 2026 that a comprehensive school will have one head of institution and two deputy headteachers, one for the primary section and one for the junior section. TSC has not yet announced how junior school grades map onto the new framework.
Which union do junior school teachers belong to?
TSC has told the Employment and Labour Relations Court that it deployed 9,830 primary school teachers to junior schools. Their union membership is now disputed between the Kenya National Union of Teachers (Knut) and the Kenya Union of Post-Primary Education Teachers (Kuppet).
On 29 October 2026, Justice Monica Mbaru set aside interim orders that had required TSC to deduct agency fees from these teachers for Kuppet. The court reaffirmed the right under Article 41 of the Constitution to join a union of one’s choice. Earlier in October, the court struck out a petition by junior school teachers seeking a separate union. It noted that they already have elected representatives within Kuppet.
