According to a report presented to a parliamentary committee, the Teachers Service Commission (TSC) has requested Sh300 million in funding for field services at the county and sub-county levels.

These services are considered crucial for the successful implementation of the Teacher Performance Appraisal and Development (TPAD) system.

TSC CEO Nancy Macharia emphasized the importance of field services in her report to the Education Committee.

She highlighted their role in the implementation of the TPAD system, which aims to assess and improve teachers’ performance in accordance with the set standards.

These services are crucial for effectively monitoring performance contracts and ensuring compliance with the requirements outlined in the TSC Act of 2012, specifically section 11©.

Functions of Field Services

Field services play a vital role in various aspects of the education system. They facilitate the timely resolution of pending disciplinary cases and contribute to the enforcement of teaching standards.

By providing on-ground oversight and support, field services help maintain the quality and effectiveness of teaching practices.

In order to finance the programs and activities at the county and sub-county levels, the TSC requires a budget allocation of Sh300 million.

TPAD System and Teacher Evaluation

The TPAD system, introduced officially in 2016, serves as a mechanism for evaluating teachers’ performance based on predefined standards set by the TSC.

Its primary objective is to enhance teacher performance and consequently improve the academic achievements of students.

The system assesses teachers across seven key teaching standards, which include professional knowledge and application, time management, innovation and creativity in teaching, learner protection, safety, discipline, and teacher conduct, as well as the promotion of co-curricular activities.

Field services play a crucial role in supporting the implementation of the TPAD system and ensuring the effective evaluation and development of teachers.

Adequate funding, as requested by the TSC, is essential to enable the successful execution of programs and activities at the county and sub-county levels.
