Transferred Teachers demand promotions.
Tutors at Technical and Vocational Training Institutions (Tvet) have pleaded with the government to address their promotion concerns.
They claimed they had not been promoted since being transferred from the Teachers Service Commission (TSC) to the Public Service Commission (PSC) more than four years ago.
Glory Mutungi, the chairperson of the Kenya Association of Technical Training Institutions (Katti), stated that the roles of deputy principals, deans, and registrars in technical institutions have not been recognized or compensated.
Ms Mutungi who advocated for the tutors’ service scheme to be implemented in order to eliminate the uncertainty noted that the Ministry of Education has not set aside funds for professional development.
“We have been waiting for promotions and recognition for long. Some of our members have left service after four years without getting promotions,” she said.
She urged the ministry to disburse capitation sooner rather than later and to allow institutions to collect tuition fees.
However, Administrative Secretary David Yatich assured the tutors that the ministry was looking into their complaints.
“We are establishing the Technical Trainers Service Council. You will get full benefits once the council is operationalised,” he said.
He did, however, challenge heads of technical institutions to increase enrollment as a condition for promotion and posting to larger colleges.
Mr Yatich also cautioned heads against sabotaging institutions after their transfer, saying they should stop fighting their successors as changes are implemented at the ministry headquarters.
“When change comes, embrace it positively. Do not fight your colleagues. Complain through the right channels,” he said.
Elkanah Mosiori, the Director of Human Resource Management and Development, also assured the trainers who were transferred from TSC that their records were safe and that they would receive their full pension.

“You should not fear. Your pension benefits will be properly calculated from when you got your appointment letter to government service,” he said.
Mr Mosiori stated that the delay in transferring some of their data from TSC was due to court cases and Covid-19, but that it was being worked out.
