Japan Ambassador Commissions Dorms For Special School.
Japan Ambassador to Kenya, Ken Okaniwa, has dedicated two dormitories funded by Grant Assistance for Grassroots Human Security Projects (GGP) – Embassy of Japan at Kakapel Special School for Hearing Impairment in Teso North Sub-county.
In order to respond to the diverse development needs of less developed countries, the Japanese government established Grant Assistance for Grassroots Human Security Projects (GGP) in 1989.
The goal of GGP is to provide financial assistance to non-profit development organizations for the implementation of community-level projects.
Educational and medical institutions, community-based organizations, local and international non-governmental organizations, faith-based organizations, and local governments are all eligible to apply for GGP.
The Ambassador, who presided over the project, which included water tanks, pit latrines, beds, and mattresses, stated that the Japanese government supports the project because children with hearing impairments or other disabilities are an important part of the community and Kenya’s future.
“It’s very important they have to learn and have their skills and to contribute to the society when they are grown-up,” he said, noting that the concept of human security aims to empower the disadvantaged and protect them from difficulties and threats.
He added, “Japan is not a country with any natural resources. If Kenya also spends more money on health and education, it will develop even more.”
Okaniwa stated that Japan is willing to assist, but that ownership of the Kenyan people or the government is required, noting that the best efforts by Kenyans will be based on their ownership.
He thanked the school administration for their hard work in completing the facilities on time despite the Covid-19 pandemic. He also thanked the students for their outstanding abilities and encouraged them to work hard in order to succeed in their future endeavors.
Mr. Robert Muganda, representing the Governor, Sospeter Ojaamong, Angurai South Member of the County Assembly, Grace Olita, and ACK Katakwa Diocese Bishop, John Okude, thanked the Japanese Government for its assistance and urged the community to protect the facilities.

Riungu Laikera, Deputy County Commissioner for Teso North, thanked the school for its outstanding performance in the Kenya Certificate of Secondary Education, which saw it defeat 17 other institutions (KCPE).
GGP is applicable to 141 countries and territories. GGP’s overarching goal is to improve people’s well-being at the grassroots level, based on the concept of human security.
