Higher Education Loans Board (HELB) has explained the delay in disbursing loans to university students following complaints from several students.

In a response to a student on March 7, HELB apologized for the delay and cited financial constraints as the reason for the hold-up.

The board acknowledged the students’ plight but failed to provide a definite date for the resolution of the matter. Many students were not convinced with the board’s update as similar excuses had been given in the past, and they are still waiting for their funds.

The board reiterated that the issue is being resolved, and the funds would be disbursed in due course. Due to the financial constraints, the board further revealed that the budget limits would delay the processing of appeals by students.

This announcement caused concern among some students, who questioned the availability of funds in the next financial year.

In January 2023, President Willam Ruto announced plans to replace HELB with the National Skill and Funding Council (NSFC), a new government agency that would amalgamate existing funding bodies.

However, this plan faced opposition from politicians and other stakeholders who argued that it would be counterproductive and disadvantageous to students.

HELB, established in July 1995 through an Act of Parliament, is mandated to provide funding for Kenyan university students pursuing undergraduate and postgraduate courses in East African universities recognized by the Commission of University Education (CUE).

The board’s purpose is to facilitate access to higher education for all students, regardless of their financial background.

HELB’s delayed disbursement of funds has affected many students who depend on the board’s loans to finance their education.

Despite the board’s explanation and promise to address the matter, the lack of clarity regarding when the funds will be disbursed continues to be a concern for many students.

In light of the challenges faced by students, President Ruto’s plan to abolish HELB and establish a new funding body has been met with resistance.

This situation highlights the need for a sustainable and reliable funding mechanism that will ensure students’ uninterrupted access to higher education.
