MPs Want TSC Relieved Costs Of Hiring TVET Tutors

MPs now want the Teachers Service Commission (TSC) to be completely relieved of the costs associated with hiring TVET staff.

This proposal should be implemented before the fiscal year 2022/2023, according to policy resolutions relating to annual budgets.

The policy states that the National Treasury transfers resources on administrative costs related to the program, ‘Human Resource Management on TVETS.’

The lawmakers propose shifting the costs to the Public Service Commission, which will now be responsible for hiring TVET tutors.

Previously, PSC was in charge of TVET staff recruitment.

This is to ensure that no funding for hiring TVET tutors is allocated to TSC because not all benefits have been fully transferred.

TSC will only receive a budget allocation for hiring teachers and interns, according to the proposal.

The education ministry transferred teachers from TSC’s payroll to the Public Service Commission in 2018.

Former Education Secretary Amina Mohamed stated that the ministry had already forwarded trainer data from all 138 TVET institutions to PSC in order to complete the transfer.

Technical colleges were asked to reduce their fees by 30 to 50% in order to increase the student population at those institutions.

Once on the PSC payroll, TVET tutors have enjoyed terms of service that differ from those enjoyed by their colleagues in primary and secondary schools.

To make up for the current shortage, the plan called for the hiring of over 2,000 new TVET trainers.

Enrollments were also intended to accommodate new TVET institutions that were under construction.

TSC will be allocated Sh298 billion in the final budget estimates for fiscal year 2022/2023.

This amount includes Sh289 billion for teacher resource management, Sh7.2 billion for general administration, and Sh1.2 billion for governance standards.

TSC was given Sh2.5 billion in this year’s budget to hire more teachers and Sh1.2 billion to train them in the Competency-Based Curriculum (CBC).

The commission also received Sh294.7 billion, half of which will be used to pay teachers.

TSC estimates that Sh2.5 billion is enough to hire 5,000 teachers.
