When it comes to teacher recruitment, ties are usually expected. In this case, it is the selected panel’s responsibility to ensure a high level of transparency and accountability when breaking ties.
The following are critical aspects: 
When breaking a tie during an internship recruitment exercise, the TSC recruitment Panel considers the following factors:
a) an applicant’s disability status
The Teacher’s Service Commission (TSC) plays an important role in ensuring that applicants with disabilities (PWD) are also eligible for TSC Internship positions.
The commission devised a policy to eliminate discriminatory practices against teachers with special needs, creating a favourable environment for them to secure opportunities in the commission.
How TSC Determines an Applicant’s Disability.
The teachers’ employer worked with the National Council for Persons with Disabilities (NCPWD) to identify the nature, type, and degree of disability in a teacher.
The following are the necessary declarations that a special needs teacher must make:
After registering with the NCPWD, the applicant will be given a certificate of disability, which will be reviewed before acceptance.
Once registered with the NCPWD, applicants must declare their disability status within the time frame specified by the commission.

b) Teachers who had never worked for TSC before.

This is also important when breaking the tie. Applicants who have never worked for TSC are always given first priority.

c) Academic and professional testimonials have precedence.
In this case, each applicant’s academic and professional credentials are thoroughly examined in order to compare qualifications.
The day is taken by a highly qualified applicant. If there are still applicants at this level, the panel narrows it down to KCSE mean grades, followed by grades in teaching subjects.
If the applicants have KCPE and teaching practice marks, the panel may look into them further.

c) Applicants who graduated and were registered as teachers earlier; 

This group of applicants usually are prioritized when it comes to breaking a tie.
Complaints (What to do in case of dissatisfaction)
The process of selection is transparent and only a qualified candidate carries the day. However, if one is not satisfied with the recruitment process, there is a laid down mechanism to register your dissatisfaction.

Candidates who are dissatisfied with the whole employment exercise should complain immediately in writing to the TSC county director and a copy sent to TSC headquarters within a period of not more than 7 days after the selection exercise. 
TSC county director will analyze such complaints and submit a report to TSC headquarters with necessary recommendations.
