TSC Clarifies Delocalization Policy

The Teachers Service Commission (TSC) in Kenya has said that it will ensure an equitable distribution of teachers across the country.

This statement came in response to a question posed by Senator Ali Abdullahi Mundigi in the Senate Committee on Education on 22 March 2023. The senator had asked why certain counties had not received enough teachers.

According to TSC Chief Executive Officer, Dr. Nancy Macharia, the commission has a policy of delocalizing teachers to ensure that they are not concentrated in urban areas, but are spread out to rural areas.

This is intended to ensure that all learners, regardless of their geographical location, have access to quality education. However, some counties classified as “hard-to-staff” have had difficulty attracting teachers.

In Samburu County, for instance, only a few teachers requested deployment there, while many more requested transfers out of the county. The same was true for Turkana County.

Ms. Macharia warned against misinterpreting the policy of delocalization as meaning that teachers must only teach in their home counties or villages.

She said that the commission cannot dictate to teachers where they should work, but must ensure an equitable distribution of teachers across the country.

Counties that have not produced enough teachers would be understaffed, while those with excess teachers would be overstaffed, leading to wastage of resources. Arid and semi-arid areas, as well as hard-to-staff areas, would be most affected.

The TSC has indicated that the delocalization policy will be reversed, as agreed upon in the non-monetary collective bargaining agreement (CBA) signed with teachers’ unions.

The policy had disrupted the lives of teachers, according to the unions. The Kenya Kwanza Alliance also campaigned on abolishing the policy once they took power.

The delocalization policy was aimed at ensuring that teachers acquired diverse experiences and skills. However, it was not implemented in a manner that aligned with the needs of the teachers, resulting in their resistance to the policy.

With the TSC indicating that the policy will be reversed, it remains to be seen what the next steps will be to improve the skills and experiences of teachers while also taking their needs into account.

The TSC is responsible for employing and deploying teachers in public schools in Kenya. It has been working to ensure that all learners have access to quality education, regardless of their location.

The commission has also been working to improve the quality of education in the country, by training and supporting teachers, improving infrastructure, and enhancing the curriculum.

The TSC says that the transfer of teachers from one institution to another is based on a range of factors, including the need for equitable distribution and optimal utilization of teachers, availability of vacancies in the station, the need for replacement, existing staffing norms, and medical grounds certified by a registered medical practitioner.

Before approving a transfer, the commission ensures that the station a teacher is leaving has a suitable replacement and that there is a vacancy in the preferred station.
