TSC Clarifies Bliss Hospital Referral For Teachers
The Teachers Service Commission (TSC) has identified Bliss hospital as a capacitator in the medical scheme contract for all teachers.
This announcement was made during the commission’s appearance before the National Assembly committee on education, where they were asked to explain the mandatory referral requirement to Bliss hospital.
TSC deputy director Finance, Franklin Choge, explained that the medical scheme is a hybrid cover that has components of insurance and capitation, and Bliss hospital is the master capacitator.
“The scheme has components of insurance and capitation and Bliss is the master capacitator,” Choge said.
He also stated that the success of any capitation model lies in having control with hospitals. This enables hospitals to agree on the cost of treatment for various conditions. For example, the capacitator just agrees with the hospitals to treat malaria with a certain amount.
Furthermore, Choge clarified that the components of the medical scheme have seen a reduction in the total budget. This means that the cost of treatment has been streamlined to meet the requirements of the scheme.
However, there were concerns raised by Lugari MP Nabii Nabwera, who questioned if Bliss Hospital has the required facilities to offer medical services. He also asked why the hospital was receiving preferential treatment, requiring that all teachers be referred to them.
