TSC Blunder Cost Teachers Ksh2 Billion – KUPPET

The Kenya Union of Post Primary Education of Teachers (KUPPET) has claimed that a delay by the Teachers Service Commission (TSC) has negatively affected over 124,000 teachers.

According to a report compiled by the Union, TSC’s failure to promote teachers has resulted in them remaining in the same job grade for at least five years. In that period, the teachers lost an estimated Ksh2 billion in income.

KUPPET Secretary General, Akello Misori, presented this report during a meeting with the Education Committee for the National Assembly, where Supplementary Estimates for 2022/2023 were being discussed.

Misori expressed his concerns over how the mishap had stalled the careers of thousands of teachers. Many teachers had been serving in administrative positions without matching pay, Misori added.

The Union has requested Ksh20 billion from the government to promote the affected teachers in the next financial year.

According to the report, the estimated budget for teachers who have been stagnant in their positions for over five years alone is Ksh10.25 billion. There are also many more teachers due for promotion as per TSC regulations, raising the budget to Ksh20 billion.

During the meeting, the Kenya National Union of Teachers (KNUT) led by Secretary-General Collins Oyuu also accused TSC of overlooking teachers that have upgraded their academic qualifications.

The TSC CEO Nancy Macharia argued that the commission had not been granted any additional funds for teacher promotion for a period of ten years except in July 2017.

TSC promotes teachers based on the Career Progression Guidelines (CPGs) introduced in 2016. These guidelines include satisfactory performance, minimum qualifications, and other factors.

It takes a teacher nine years to progress to a higher grade regardless of their academic qualifications, according to Misori.

In conclusion, the delay by TSC in promoting teachers has had a significant impact on their careers and earnings. The Union is calling for the government to allocate funds to promote the affected teachers in the next financial year.
