Kakamega To Spend Sh422m On ECDE Teachers’ Permanent Jobs.
By June of this year, Early Childhood Development Education teachers in Kakamega County will have a service scheme.
The county has set aside Sh462 million for the implementation of the ECDE scheme, as well as another for county polytechnic instructors.
At least Sh422 million will be spent on the ECDE scheme of service, while Sh40 million will be spent on polytechnic instructors.
A task force appointed by Governor Wycliffe Oparanya developed the service scheme.
Dr. George Lutomia, the education executive, announced on Wednesday that the ECDE teachers will begin serving on permanent and pensionable terms in June. The scheme will also include promotion criteria.
Since the beginning of devolution in 2013, ECDE teachers have worked on a contract basis.
Previously, they were paid stipends from money raised by parents through school fee payments, and some from churches. TSC does not compensate nursery school teachers.
“We are now in the final stages of executing this scheme for our officers and we are happy that the relevant stakeholders have ensure an all inclusive approach to the development of the two schemes,” Lutomia said.
On Wednesday, he was speaking at a consultative meeting in a Kisumu hotel between officials from the department of education and members of the county public service board.
During the forum, the team discussed the financial implications of implementing the two service schemes.
According to the county’s mid-term expenditure framework estimates for 2022-23, the county has proposed spending Sh581,110,465 on education.
Kakamega County Increases ECDE Teacher Salary
Sh133,110,000 will be spent on ECDE infrastructure development, Sh20 million on maintenance, Sh40 million on furniture, Sh4 million on land acquisition, and Sh62,250, 000 on the ECDE subsidy program.
Sylvia Otunga, the chairperson of the county task force developing the schemes, stated that the county’s draft has been aligned with the one already developed by the Council of Governors.
The Council of Governments is advocating for a unified policy for all 47 devolved units.
