Teachers Service Commission (TSC) Number/certificate Registration Guide, Requirements and Procedure

Article 237 of the Teachers Service Commission (TSC) Act 2012 requires the commission to register all trained and teachers before they teach in any public or private learning institution.


Within four weeks, a teacher who meets the registration requirements will be issued a certificate of registration with a TSC registration number. Every year, the names of all teachers who have registered are published.

The Teachers Service Commission is in charge of registering teachers in the following grades:

  1. Early Child Development Education-ECDE
  2. Primary Teacher Education-PTE
  3. Diploma in Education
  4. Diploma in Education for Visually and hearing impaired
  5. Bachelor of Education
  6. Bachelor of Arts/ Bachelor of Science

ECDE TEACHER TSC Minimum Academic and Professional Requirements for Registration of Teachers

CERTIFICATE
 i.  Minimum of CPE/KCPE plus ECDE Certificate from KNEC.
ii.  Minimum mean grade D+(Plus) at KCSE and ECDE Certificate from KNEC.
iii. Minimum mean grade D (Plain) at KCSE, KNEC proficiency certificate, ECDE Certificate from KNEC Diploma
DIPLOMA
i. Mean grade C (Plain) at KCSE and ECDE Certificate from KNEC.
 ii. Mean grade C+ (Plus) and above for University Diploma
DEGREE
i. Mean grade C+ (Plus) and above

Primary Teacher Education (PTE)  TEACHER TSC Minimum Academic and Professional Requirements for Registration of Teachers

i. Minimum grade C Plain in KCSE and above
ii. PTE Certificate from KNEC
iii. Mean grade of C- (minus) for visually and hearing impaired persons
iv. Certified copies of educational and skilled certificates

Diploma In Education

i. Minimum grade C+( Plus) in KCSE and above and C+ (Plus) in the two subjects specialization.
ii. At least C (Plain) in English
iii. C (plain) in Mathematics for Science-based courses
iv. D+( plus) in Mathematics in non-science based courses
v. Certified copies of educational and skilled certificates

Diploma in Education for Visually and hearing impaired

. Minimum grade C (Plain) in KCSE and above.
ii. At least C Minus in English
iii. C- (Minus) in Mathematics for Science-based courses
iv. D (Plain) in Mathematics in non-science based courses
v. Certified copies of educational and skilled certificates

Bachelor of Education

i. Minimum mean grade C+ (plus) and above or its equivalent.
ii. C+ (Plus) in two subjects of specialization
iii. Certified copies of educational and skilled certificates

Bachelor of Arts/ Bachelor of Science

i. Minimum grade C+ (Plus) in KCSE and above and C+ (Plus) in the two subjects of specialization.
ii. Postgraduate Diploma in Education (PGDE)
iii. Certified copies of educational and skilled certificates

Requirements For Teachers Service Commission (TSCCertificate Application (Kenyan  Citizens)

NB: Applications are done online.

  • Certified copies of educational and skilled certificates
  • National identity card (ID)
  • Bank slip of your registration payment
  • One passport size photo
  • Kenya Revenue Authority(KRA) pin
  • GP69 medical form 
  • Certificate of good conduct
  • Entry and work permits ( for non-Kenyan citizens).
  • Ksh1055 non-refundable fee.

  1.  academic and Professional Certificates and other evidence for registration as a teacher obtained in Kenya or the country of origin

NB: All documents must be certified by either a TSC Director or TSC Sub –
County Director.

Procedure For TSC Certificate Application

The Commission has established an online platform for teacher application and registration. Once an applicant is certain that he or she has all of the necessary documents, he or she can go to the TSC website – www.teachersonline.go.ke – and begin the application process.

TSC Registration Guide.

The Commission vets the documents upon receipt of the application, and the applicant receives a response/decision within 30 days (thirty days).

If the application is approved, the applicant is given a Registration Certificate that bears the signature of the Commission’s Chief Executive Officer.

The Certificate is then immediately mailed to the teacher at the address specified in the application.

Through Direct Banking or Simple Banking, deposit the KSh1,000  registration fee. Ksh55 will be charged by your Bank as a commission. For those who would wish to pay the registration fee via paybill, Kindly use:

  • Pay Bill Business Number 625625 and confirm that you have Bank Deposit Slip before you start your application

Please note that a duplicate certificate application will cost KSh 2055/- which can be paid via the National Bank of Kenya Ltd at the Harambee Avenue branch

Important Notes for Applicants (TSC Does Not Accept Paper Applications).

1.   All sections of this registration application MUST be completed in full.
2.   Please fill in all the required information.
3.   It is a serious offence to willfully give false information to the Teachers Service
Commission. The law provides that any person convicted of the offence may
be fined up to Ksh 100,000 or imprisoned for Twelve (12) months or both
(Section 44 of TSC Act No. 20 of 2012).
4.  You can save part of this form and complete it on a later time if necessary.
5.  Scan and Attach Only the  Required Documents:
a. Only original documents should be scanned and uploaded.
b. For Expatriate Teachers, attach a letter of clearance from the Ministry of Education
Vetting Committee.
6.  For New Registration a non-refundable fee of Kshs. 1055/- deposited to the TSC Registration Account.


National Bank of Kenya (Direct Banking to A/C No. 01001000905001 or Simple
Banking using Pay Bill Business Number 625625 is required for processing your certificate.
Ensure you have Bank Deposit Slip before proceeding with the application.

TSC Teacher Temporary Registration Certificate


Regulation 27 of the TSC Code of Regulations (2015) requires the Commissions to issue a Temporary Teacher Registration Certificate to anyone who;

is in Kenya on recognized education exchange programs or other international bilateral agreements, or has not trained as a teacher but holds a relevant certificate issued under any education and training law.

Why TSC Rejects a teacher’s registration


Section 27 of the TSC Act of 2012 requires the Commission to refuse to register a teacher in the following categories:

  • Does not meet the required qualifications,
  • Is not a person of high moral character,
  • Has been convicted of a sexual offence or a crime against a learner,
  • Has been convicted of a criminal offense that, in the Commission’s opinion, renders the person unfit to teach,
  • Has been involved in any activities that, in the Commission’s opinion, are detrimental to Kenya’s peace, good order, or good governance,
  • Suffers from a physical or mental infirmity that, in the opinion of a registered medical practitioner, renders the person unfit to perform the duties of a teacher.

Revocation/recall of Tsc certificate


Regulation 30 of the TSC Code of Regulations for Teachers (2015) requires the Commission to revoke and recall a Certificate of Registration obtained through;

  •  Fraud
  • Misrepresentation
  • Forgery
  • A result of mistake or
  • Other unlawful means

Removing Teacher’s Name from the TSC Register

  • The TSC Act (2012), Regulation 30 requires the Commission to remove from the register the name of a person who:
  • Has died, 
  • The Commission is satisfied has obtained registration through fraudulent means, 
  • Has been convicted of a sexual offence or an offence against a pupil or a student, 
  • Has been convicted of a criminal offence that renders the person unfit to be a teacher, 
  • The Commission considers him/her unfit to teach

Offenses relating to teacher registration

Regulation 39 of the TSC Code of Regulations 2015 states that any person who;

  • Falsely or fraudulently represents himself or herself as a registered teacher, 
  • Not being a registered teacher and teaching or assisting in teaching in any school, 
  • Causes, permits, or employs a person who is not registered to teach in any school, 
  • Defaces, amends, or erases any entry in the Certificate of Registration,
  • Applies for employment as a teacher under a name other than the full name as it appears on the Register of Teachers, 
  • Has been removed from the Register of Teachers but continues to teach, or 
  • Has been removed from the Register of Teachers but continues to hold 
  • Commits an offense and is subject to a fine of not more than 100,000 shillings or imprisonment for a term not exceeding twelve months, or both.
