Scheme Of Service To Be Implemented For ECDE Teachers
Wycliffe Oparanya, Governor of Kakamega County, has announced that the County will begin implementing the new Scheme of Service for Early Childhood Development and Education (ECDE) teachers this month.
Oparanya told County staff drawn from Butere Sub-County that the Scheme of Service guides the employer on the implementation of revised remuneration and terms of service for teachers.
“Counties prepared the Scheme of Service for teachers in conjunction with the Council of Governors (CoG) and has been approved by the Salaries and Remuneration Commission (SRC),” said Oparanya.
He stated that the Scheme has adequately addressed the welfare of the 2,000 ECDE teachers, and that if fully implemented, teachers will be motivated and education standards will improve.
He stated that teachers under the age of 45 will be placed on permanent and pensionable terms, while those over the age of 45 will remain on contract.
Oparanya stated that the County was investing in the welfare of Community Health Volunteers (CHVs) in order to motivate them to serve residents with commitment and dedication.
He stated that the County still has a shortage of CHVs, adding that the County only managed to enroll 4,250 of the 10,000 required.
The Governor stated that the County will improve the welfare of CHVs through the newly formed Kakamega County Community Health Workers Cooperative Society.
“Already the County has donated Sh1, 000,000 to the Cooperative to make it financially stable to serve members,” he noted.
Oparanya stated that because the County is not allowed to pay CHVs salaries, they will seek loans from the Cooperative to meet their financial obligations.
The Governor used the meeting to highlight development projects that his administration has initiated in the Sub County during his nearly ten years in office.

He stated that the Level Four Hospital being built in the area will be a game changer for the community, and that the County has also built a modern mortuary at the same hospital.
“We have tarmacked roads, initiated water projects, built ECDE centers, and set up a Dairy Smart Farm that will be used to provide knowledge to farmers on modern dairy farming technologies to improve milk production,” he said.
Rachael Okumu, CECM for Public Service and County Administration, praised the County staff and assured them of the government’s support.
She singled out CHVs and ECDE teachers as critical service providers at the grassroots level who would be adequately supported.
“The County is working on a process of identifying hardworking and committed staff and reward them. This is one way of appreciating their efforts,” said Okumu.
