Primary Teacher Interns Recruitment: New TSC Guidelines And Score Sheet 2023

Following the advertisement for the recruitment of teacher interns for primary schools, the Regional Director of Nairobi, County Directors, and Sub-County Directors are required to conduct a selection exercise for job-seeking applicants and submit merit lists to the TSC headquarters.

Regional Selection Panel for Nairobi and County Selection Panel for other counties should ratify the lists.

Applicants must submit their applications through the online platform www.teachersonline.go.ke to the Secretary Teachers Service Commission for the county where a vacancy has been declared.

Applicants will be required to scan and upload copies of their professional and academic certifications, as well as any other applicable documents.

As required by the Public Officer Ethics Act and the TSC Code of Conduct and Ethics (CoCE, 2015), the selection committee will be held to the highest standards of transparency and accountability.

Prior to the commencement of the selection exercise, the TSC Regional Directors are required to brief the TSC County Directors within their respective areas of jurisdiction on the relevant Sections of the Act and the Code of Regulations for Teachers (CORT, 2015).

The TSC County Directors are then expected to brief the members of the Selection Panels involved in the recruitment process on the same.

The TSC County Director MUST assure that the recruitment process adheres strictly to the Ministry of Health’s protocols for containing the COVID- 19 pandemic.

TSC Sub-County Directors in liaison with their respective TSC County Directors MUST ensure that venues for selection process are accessible to applicants with disability.

In coordination with their respective TSC County Directors, TSC Sub-County Directors MUST ensure that venues for selection processes are accessible to applicants with disabilities.

As per Section 23(1) of the instructors Service Commission Act of 2012, all applicants MUST be registered teachers. Applicants who are not properly registered are not eligible for consideration for employment.

Applicants whose names differ on academic and professional certificates and/or identification cards MUST submit an affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the discrepancy.

Applicants who retook either the KCPE or KCSE examinations (or their equivalents) MUST submit certified copies of the national examination certificate(s) for each attempt.

The Sub-County Directors are required to certify copies of Certificates.

In the event that the examination was canceled, applicants must present a letter from the Head of Institution and a certified copy of the school’s KNEC printout confirming the cancellation.

The TSC County Director shall share Applicants’ Lists with TSC Sub-COUNTY Directors upon generation. The TSC Sub-County Directors will hold a meeting.

Panel(s) for Sub-County Selection. The interview locations, dates, and times will be determined by the selection panel(s) and communicated to the applicants.

All applicants will be invited to submit their documents for review. The interview location, date, and time must be communicated to the applicants at least seven (7) days prior to the verification exercise.

The verification process will be carried out at the Sub-County level by the TSC Sub-County Selection Panel under the direction of the TSC Sub-County Director.

The TSC Sub-County Director shall construct a Merit List of all applicants whose documents have been verified following the verification process.


Upon generation of Applicants’ Lists from, the TSC County Director shall share the lists with the TSC Sub-County Directors.

The TSC Sub-County Directors shall convene the Sub-County Selection Panel(s).

The Selection Panel(s) shall identify interview venues, dates and time, which shall be communicated to the TSC Headquarters for verification and publishing.


All the applicants shall be invited for the verification of documents.

The applicants shall be informed of the interview venue, date and time through the publishing on the TSC Website at least seven (7) day from the date of publishing.


The verification exercise shall be conducted at the Sub-County level through the TSC Sub-County Selection Panel under the leadership of the TSC SubCounty Director.

After the verification exercise, the TSC Sub-County Director shall compile a Merit List of all applicants whose documents have been verified.

The Merit Lists shall be used to recruit teachers and any subsequent
recruitment within the financial year.


In the event of a tie in the ranking, consideration for selection shall be
determined in the following order:


a) Length of stay since graduation;
b) Strength of academic and professional certificates presented.


N/B: If applicants tie at PTE/DPTE Upgrade Certificate points, aggregate KCSE grades or its equivalent shall be considered.

During the selection, each applicant shall be assigned a serial number. Applicants must present original and legible photocopies of the following, among other relevant documents: –

  • National identification card;
  • Certificate of Registration as a teacher;
  • Evidence of the completion of Upgrade Diploma in Primary Teacher
  • Education where applicable.
  • PTE Certificate;
  • KCSE c:ertificates or its equivalent (include certificates for attempts if one re-sat exams);
  • KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);
  • Letter of Certification of results by KNEC (where applicable);
  • Primary and Secondary School leaving certificates and other relevant testimonials;
  • National Council of Persons with Disabilities (NCPWD) Card (where
  • applicable);
  • An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names.
