Ministry Warns of Illegal Exclusion, Arbitrary School Suspension & Forced Transfers of Learners

Together with other stakeholders, the Ministry has created policy recommendations to improve the administration of education.

It has been seen with concern that instances of noncompliance with some of these policies have detrimental effects on transition, retention, and educational quality.

Boards of Education should familiarize themselves with existing policies and ensure their implementation and school.

In public schools, there should be no instances of illegal exclusion, arbitrary suspension, or forced transfers of learners.

Education Cabinet Secretary Ezekiel Machogu has cautioned school administrators not to “try” to implement illegal fees.

He stated that schools must adhere to the Ministry of Education-approved pricing structures in order to alleviate the financial strain on parents struggling with the impacts of the recession.

The secretary of state stated that the government will respond “quickly and decisively” to any reports of headteachers charging unauthorized fees.

“Let no principal or headteacher dare,” Machogu told the Star, insisting that he will personally monitor such reports.

“President William Ruto has given clear instructions that teachers should not ask for additional charges from parents, we are affirming that we will follow the instructions to the latter.”

On Monday, Machogu announced the Form One Selection results and claimed that the government will pay Sh15,000 as capital for each Grade 7 student.

The government will spend Sh9.6 billion on fees for Junior Secondary School students attending school this year.

Each student in Form One will receive a capitation of slightly more than Sh22,244 per academic year.

However, parents have expressed worry that seventh-grade admissions could be used by principals to charge prohibited fees.

Machogu had stated that no child should pay costs beyond the capitation charge, requesting that parents only purchase uniforms for their children.
