Do Not Tamper With CDF, Says Kuppet
The Kenya Union of Post Primary Education Teachers (Kuppet) national chairman, Omboko Milemba, said that the National Government Constituency Development Fund (NGCDF) should not be removed.
Milemba, who is also a member of parliament (MP) for Emuhaya, stated that the fund is used to pay student fees and improve school infrastructure.
He stated that the current Act used by the government to administer the fund was enacted in 2015.
The lawmaker stated that members of Congress are toiling day and night to maintain the fund since it is the one that enables underprivileged but intelligent students to pursue education.
Milemba criticized outgoing Treasury CS Ukur Yatani for stating that NG-CDF is unconstitutional.
CDF was formed in 2003 (CDF Act 2003) in order to allow the government to set aside at least 2.5% of its ordinary revenue for the Fund.
This was revised in 2007 to replace the National Committee with the National Government CDF Boards (NG-CDF) at the constituency level.
In accordance with the change, CDF Committees were constituted, with corresponding legislators serving as patrons.
The CDF Act of 2013 repealed the Act of 2007, essentially granting MPs the authority to conduct publicly funded projects.
Parents and school heads want President William Ruto to intervene to the school fees stalemate.
This is after the National Government-Constituency Development Fund (NG-CDF) was withdrawn.
In addition, the parents opposed the high school fees bill they got for the new term, stating that it was disproportionate to the duration of the academic session due to the accelerated academic calendar.

To meet the financial requirement, they turned to other methods, including entering into financial agreements with the schools.
The Emuhaya MP also praised President William Ruto’s decision to establish a task team to study the Competency-Based Curriculum.
“When we were moving around the country with President Ruto, we heard many people complain about the CBC. That is why we want to involve every stakeholder and make the same decision over the same,” he said.
Milemba stated that after the task force completes its work, it will assist determine whether the system will be retained or eliminated entirely.
David Barasa, head of the Bungoma county Kuppet, told the Star that unions would be in the vanguard of the campaign for teachers’ welfare.
Other officials present included Kuppet secretary general Akello Misori and Bungoma Kessha chairman Edward Bikala.
