JSS Capitation To Reach School Before 30th Jan – Machogu

The Education Cabinet Secretary, Ezekiel Machogu, has announced that the government will offer capitation for grade 7 before reporting date on January 30 start date.

While presenting the 2022 Kenya Certificate of Secondary Education (KCSE) results, the Cabinet Secretary (CS) stated that the government has put aside Ksh9.6 billion to cover the transition’s first and second terms. The funds will be utilized to facilitate a seamless transition to the new curriculum.

Each student will also get an annual capitation of Ksh 15,000. To meet the requirements of the competency-based curriculum, Ksh 4,000 of the Ksh 15,000 will be allocated to the construction of laboratories and classrooms.

“The government will spend Ksh9.6 billion in capitation grants to learners of grade seven in terms one and two,” he stated. 

In addition, the CS said that the government was in discussions with the World Bank to secure financing to improve facilities in all junior secondary schools.According to him, the government will allocate Ksh18 billion during the financial year of 2022/2023 for the expansion of laboratories and other infrastructure.

In addition, he confirmed that members of Parliament will help the development of the facilities to augment the government’s efforts.

Concerning the administration of the junior secondary schools, the CS confirmed that the institutions will be overseen by the primary school principals.

He added that the new instructions provided by the presidential task force on education reforms suggested the formation of a subcommittee to supervise the junior secondary schools’ resources and activities.

“The board of management of a primary that domiciles a junior secondary school will constitute a special sub-committee to spearhead the management of education and resources of the school.

"The head of the primary school that domiciles the JSS will serve as a secretary of the committee while the chairperson will serve as its member. A public JSS will be headed by the headteacher of the primary school that domiciles it,” he stated. 

In addition, Machogu vowed to give full recommendations in a forthcoming circular approved by the President and major education sector stakeholders.
