Government employees can borrow up to Ksh500,000 with 4% interest from the Higher Education Loans Board (HELB).

Employees of the National Government, County Governments, and the National Police Service were given access to the loan, which was intended to fund postgraduate study.

HELB requested submissions for the KRA Training Revolving Fund  (KTRF) from interested members on Monday, January 9.

“We offer a loan that comes with a competitive interest rate of 4% per year,” HELB announced in a statement on Twitter.

However, HELB issued requirements to show eligibility for the loan, which is meant to help federal officials develop their skill set and knowledge in order to better serve the nation.

Requirements

The institutions must have accepted applicants. A letter of admission from KESRA or another recognized Kenyan institution is one of the requirements set by HELB for qualifying applicants.

Individuals interested in the funding must have discussed pursuing the course with their employer, who must then submit a recommendation letter during the application process.

The application process also requires a copy of a national ID that has been authenticated by the Commissioner of Oaths.

Applicants must also provide a copy of their KRA pin and two national ID copies of guarantors who must be government employees. A commissioner of oaths had to attest to both documents.

Also specified as a requirement was the presentation of up to three months’ worth of pay stubs validated by the applicant’s employers.

The HELB student site is where loan applications must be submitted.

The KTRF, which covers tuition, library, computer, and research and examination fees, must be repaid one month after distribution using a payroll deduction system.

The maximum repayment duration for loans issued by the board was four years.

President William Ruto said on January 1 that the National Skills and Funding Council, which is set to replace HELB, will solicit grants, bursaries, and scholarships from corporate and public donors to pay non-tuition costs.

“To close the current 45 percent funding gap in higher education, the government will establish the National Skills and Funding Council, which will integrate HELB, TVET, and the University Funding Board,” Ruto stated.
