Govt Orders School Heads To Release Withheld Certificates To Learners, Issues Warning

The government has instructed all primary and secondary school heads to release students’ academic certificates.

In addition, the ministry has cautioned institutions against charging any fees prior to document release.

Dr. Julius Jwan, the principal secretary of the Ministry of Education, directs all county directors of education to ensure compliance with the instruction.

“The Ministry of Education has sent numerous reminders and circulars to schools through the field officers warning them against the introduction of extra levies, withholding KCPE/KCSE certificates and conducting illegal tuition during the weekend and school holidays,” Jwan said.

According to the CS, the government has aided students from disadvantaged backgrounds over the years by instituting Free Primary Education and Free Day Secondary Education.

Dr. Jwan stated that the ministry has received a number of complaints from parents and guardians whose children were not issued birth certificates.

Cabinet Secretary for Education Ezekiel Machogu before approval promised that he would address the issue of teachers who refuse to issue learners’ certificates.

If teachers do not cease withholding certificates from learners, the  Cabinet Secretary stated that he will even look into the possibility of KNEC issuing certificates directly to students.

“We shall deal with this and even if it means that Kenya National Examination Council (KNEC) issues certificates directly to learners if teachers continue to withhold certificates,” said Machogu.

Section 10 (1) (b) of the KNEC ACT 2012, states: “The functions of the Council shall be to: award certificates or diplomas to candidates in such examinations; such certificates and diplomas shall not be withheld from the candidate by any person or institution.”
