Government to Employ 3,000 TVET Trainers

Next year, 3,000 trainers will be recruited by the State Department of Technical and Vocational Education and Training (TVET).

This was reported by the new Principal Secretary, Esther Thaara Muoria, during a meeting in Nairobi with development partners, the Joint Subsector Working Group (JSSWG), on TVET and youth employment.

Dr. Muoria stated that the government intends to hire 3,000 TVET trainers in the new year in order to close the gap in TVET training facilities.

Dr. Muoria, who took over the case from Dr. Margaret Mwakima, urged all stakeholders to assist in transforming TVET for the youth’s benefit.

She stated that improving the link between the Competency-Based Curriculum (CBC) and Competency-Based Education and Training (CBET) programmes is at the top of her priorities.

“CBET is critical as it increases linkages between industry, academia and infrastructure development for practical training,” she added.

The PS stated that she will also prioritize the implementation of the National Communications and Advocacy Strategy (NCAS) for technical and vocational education and training (TVET) in Kenya.

The strategy was designed and rolled out in 2021 with the assistance of JSSWG development partners.

The move aims to alter public perceptions and social and cultural attitudes regarding vocational training and its benefits in solving the skills shortages that impede socioeconomic development in Kenya.

The PS praised numerous partners and urged them to support the department in teacher training, particularly in pedagogy, stating, “This will ensure that we enhance the outcomes for students in CBET.”

Dr. Muoria requested that the development partners provide an overview of the programs they support within the TVET subsector.

Mr. Aggrey Ndombi, co-chairman of the network on behalf of the development partner, congratulated Dr. Thaara on her nomination as the new PS for the case.

“The development partners in TVET and youth employment remain committed to supporting the government’s TVET agenda to ensure we secure the future of our youth and keep up with the growing industry demands,” said Dr Ndombi.

Dr. Muoria praised the cooperation of the development partners, stating that they are essential to the department’s development objective.

In accordance with Executive Order number 1 of 2022, which reinstates the agency, the department has also prioritized the complete implementation of the Curriculum Development Accreditation and Certification Council (TVET-CDACC).

“The Executive order by President William Ruto clears the ongoing conflict on TVET-CDACC. Reinstating the agency’s operations is a priority considering the important role the agency plays in developing Competence Based Education and Training (CBET) programmes,” she added.

The JSSWG was founded in 2018 by the department, development partners, and the Ministry of Education.

The forum fosters the exchange of policy and practice information between development partners and the Kenyan government.

Co-chairing the network are the PS and the International Labour Organization. GIZ Kenya hosts the secretariat on behalf of the German Development Cooperation.
