Education PS Belio Kispang Risks Jail Sentence Over Ksh 83M Contract
Principal Secretary of Education Belio Kipsang faces a probable prison sentence over a Ksh83 million contract issued during his tenure as head of the State Department of Regional Development.
Justice Jairus Ngaa ruled that Kipsang broke the contract by failing to pay the NK Brothers construction company.
The business was awarded the contract for building the Lake Basin Development Authority (LBDA) offices in Kisumu.
However, Kipsang’ requested further time to work with his successor, Idris Dagota, in order to fulfill the financial obligation.
“I know that in the transition documents that I have given him, this is among the affairs that I need to bring to his attention and the progress of the same.
“Therefore, as we prepare a supplementary budget in government come January 2023, it becomes a critical part of that,” the PS pleaded.
Kipsang’s argument persuaded Justice Ngaa to extend the deadline for contract payment.
“Since you have told this court you are no longer in the Ministry of Regional Development and you need time to consult with your successor, I will hold my ruling,” the judge stated.
The building company hauled Kipsang to court and charged him with contempt of court.
In 2019, the PS was relocated to the Ministry of East African Community (EAC), The ASALA, and Regional Development.
He was one of the few PS members who President William Ruto retained and reappointed to the Education portfolio.
Kipsang has already made a strong start in the ministry, with his first duty managing national exams for Grade Six, Class Eight, and Form Four.
