ECDE Teachers Pay Cut That SRC Wants Implemented

The Kenya County Government Workers Union (KCGWU) is threatening to go on strike if the new grading and salary structure for over 13,000 Early Childhood Development and Education (ECDE) teachers, as directed by the Salaries and Remuneration Commission (SRC), is implemented.

The new structure proposes a salary cut of between Sh7,383 and Sh10,803, a major reduction from the current salaries of between Sh16,890 and Sh20,800 for certificate-level ECDE teachers.

The assistant ECDE Teacher I (job group H) will suffer the most with a 54% cut in salary, from Sh18,270 to Sh8,804.

The new salary structure will also affect teachers at the diploma level, whose salaries will now range between Sh11,467 and Sh19,094, a decrease from the current Sh22,270 and Sh27,700 for job groups H to N.

The ECDE Teacher II (job group J) will see a more than 52% reduction in salary, from Sh23,310 to Sh12,980.

The KCGWU’s General Secretary, Roba Duba, has deemed the new salary structure as illegal and a violation of labor laws, as the union was not consulted in the process.

He argues that the new structure is discriminatory and in contravention of employment laws, as county governments are paying ECDE teachers using a scheme of service agreed upon in 2018 and adopted in 2020.

He calls for the SRC to rescind the circular and bring all stakeholders on board in a satisfactory and transparent process.

The union also wants the government to address the matter urgently, as the new salary structure is an abuse of power by the SRC and a violation of employment laws.

Duba has called on President William Ruto to step in and rein in the violation and has given dialogue a chance before taking any necessary industrial action.

He says that quick action on the matter would help avoid unnecessary industrial action against the SRC.
