The Role of County Governments in ECDE Teacher Employment

For several years, county governments in Kenya have been responsible for the recruitment of ECDE teachers, with the exception of teacher registration, which falls under the jurisdiction of the TSC.

However, salary harmonization has been an issue, with most counties employing teachers on contract terms rather than permanent and pensionable positions.

Contracts are often renewable every two years, leading to job insecurity for ECDE teachers.

ECDE Salary Discrepancies across Counties

The monthly salary of ECDE teachers varies significantly depending on the county’s remuneration formula.

While some counties pay between Sh.7,000 to Sh.20,000 per month, others provide salaries below Sh.10,000.

These disparities highlight the need for standardized and equitable pay scales across all counties to ensure fair compensation for ECDE teachers.

TSC Reforms: Employment of ECDE Teachers

Thanks to the ongoing reforms in the education sector, ECDE teachers can now be employed by the TSC.

This shift came about following a legal battle between KNUT and county governments in 2014.

The court ruled in favor of the county governments, mandating the TSC to register all ECDE teachers.

KNUT Secretary General Wilson Sossion called for the transfer of the recruited teachers to TSC, ensuring their employment on a permanent and pensionable basis.

TSC Registration Requirements for ECDE Teachers

The registration process for ECDE teachers under the TSC is conducted at the county level. The requirements vary depending on the level of education.

Here is a breakdown of the registration requirements:

– Degree: Mean Grade of C+ and above.

– Diploma: Mean Grade of C+ (plus) and above for University Diploma or Mean Grade of C Plain at KCSE and ECDE Certificate from KNEC.

– Certificate: Mean Grade of D (plain) and above at KCSE, KNEC proficiency certificate, and an ECDE Certificate from KNEC.

– Minimum grade of D+ (plus) at KCSE and ECDE Certificate from KNEC.

– Minimum of CPE/KCPE plus ECDE Certificate from KNEC.

New Salary Scale for ECDE Teachers in Kenya

The TSC has introduced a scheme of service for ECDE teachers, outlining the salary scales based on their educational qualifications.

According to the scheme, an ECDE teacher can be employed as an Assistant Teacher in Job Group F, earning a minimum of Ksh7,836 and a maximum of Ksh8,717.

Diploma holders (Senior ECDE Teacher I) with 15 years of experience will earn a minimum of Ksh15,224 and a maximum of Ksh19,064.

Progressing to the highest job group, Job Group R, requires further education and demonstrated leadership skills.
